what takes glue from wallpaper border off?
I pulled the border off but some glue remains

I found that taking and filling a pail 3/4 full of warm soapy water works really well. Apply water to the left over glue, let stand for 2-3 minutes then rub excess away.

was it border on sheetrock or other wallpaper?
If on sheetrock water water and soft cloth.
Are you repainting, then what little that is left shouldnt be a problem.
If on existing wallpaper it is the same, warm water and wipe off immediately.
You could also reinstall a border over the previous.

hot water mixed with white vinegar. I have removed and installed wall paper for years and this is the best remedy

Can't be done without terrible results. Remove the paper too.

try some goo gone or buy a wallpaper stripper/ remover from home depot or lowes.

Blow dryer (or better yet, a hot air gun, but be CAREFUL!) and a paint scraper.
