i want to form a soccer league for the kids in my community. What are all the steps to make it happen?

I always wanted to be in charge of a league of soccer since I can't play it. But i don't know what you need to have a league for kids? how do you get permission to practice at soccer fields? how to contact referees? how to start and manage this little dream i have. HELP!!!
