what exactly does the word(s) "pinoy/pinay" mean? is it just a short way of saying "fillipino/a"

is it a nickname like "aussie" is a short or nickname for "australian"?

e.g. the breakfast menu at a hotel in cebu offered either a fillipino breakfast or a pinoy breakfast
