Before I go into my actual answer, I figure I'll give a rundown of my opinion and straight out fact of each wrestler.
Undertaker - Psychologically, he keeps to his gimmick perfectly. He knows how to make the matches he's in interesting by becoming the monster everyone claims he is. He makes himself larger than life by using moves that look unfeasible in reality, but yet we accept them because he's the Undertaker. But, alas, his size gets to him. Despite his amazing agility for his size, he still has to overcome his size to be better than he is.
HBK - The man is a legend. No matter what match he's in he pulls his weight, AND everyone else's weight along with him. He can turn even the most mundane match-ups into the biggest spot on the card. It doesn't matter if it's main event, mid-card, opener, or PPV, he puts EVERYTHING into every match. His size is quite small, though, and it makes some of his victories seem a little unbelievable.
Stone Cold - As much as everyone loves him, he threw away his in-ring ability for his gimmick. No longer was there the suplexing, submissionist that got him over. Instead, he became a brawler. Psychologically, he could make any fan love him... but the big part of his matches is just wondering WHEN... when will he hit the stunner and have the crowd explode.

Now that I've looked over the matches in my head, it brings me down to who has had better matches... I'm going to take this in two seperate directions, as this question could be taken in two ways. The first would be who has better technically sound matches. The second would be who has had better stories in their matches.
Best Technically Sound Matches:
Shawn Michaels
In his career, he's had matches with all of the greats, and somehow made the matches be a fightfest of grand proportions. Austin. Mick Foley. Ric Flair. Shelton Benjamin. Jeff Hardy. The Spirit Squad. He made every match look like it may be his last, despite their position in the roster. And every match became one of the most exciting on the card. Plain and simple, Michaels is also a BETTER WRESTLER than Austin or Undertaker, leaving it as Shawn ALWAYS having better matches.
Best Psychologically Sound Matches:
The Undertaker
Undertaker has had matches with EVERYONE. Each story leading up to a huge clash of epic proportions, leaving devastation in his wake. Yeah, not all of them have been classic matches... nor have they all been watchable after the first time. But every time he's in the ring, the crowd knew that there was a legit reason for it. He never fought just for the sake of fighting. And that's what made him the supernatural force that he is. If there's any wrestler that has become a "god" of sorts, it's the Undertaker, and he holds that title highly, as he can disappear for months on end, and come back to the same roar he always comes back to. Putting it short, Undertaker is simply one of the best storylines in the business, bar none.

hbk has better matchs why becuase he can make any superstar look good in a match no matter who it is stone cold good but not as hbk he is very good on the mic but he isnt the best superstar i have seen wrestle so he isnt in the league in taker or hbk i am huge stone cold fan but he is only a brawler unlike taker and hbk taker he as done it all he uses crapple moves like submmisons when they ask him for storylines he is the best brawler i have ever seen all that with mind his gimmick goes perfect hbk he has been underrated for awhile but if ur ever bored just watch a match of hbk he can put a great show if u get bored its that u dont like his long matchs so go see taker whip some giants *** or a main eventers he id great at brawling i perfer undertaker matchs becuase he brawls hbk is a showman i just rather watch taker matchs or stone cold for the truth but hbk i do watch his big match like his match vs bert vs hhh vs stone cold etc

HBK can wrestle a little better but Undertaker has had more better gimmick matches like Hell in the cell...its a tie

one million. lots of close to falls 2. diverse finishers used 3. If the followers savour the adventure and are cheering 4. If the commentators get into the adventure 5. does not end by potential of DQ or Interference 6. Stipulation adventure eg Championship, mask, Streak and so on 7. stable Athletes with lots of strikes 8. particular adventure eg Ladder, Cage 9. build as much as the adventure rivalries 10. adventure is going decrease to and fro no longer needed all of them jointly yet while it contains a typical few it incredibly is going to be a stable adventure. e.g. Shawn Michaels Vs Undertaker WM 25 had 10/10

I prefer the fights of The Undertaker or HBK, If I wanna be really entertained I wanna see a HBK fight as they normally are, if I wanna see a Slugfest than I would like to see an Undertaker fight.

It's between Undertaker and HBK.
It's arguable either way, though many will say that HBK had more memorable matches than both Austin and Undertaker.
