Should someone well known?
Say a well known wrestler went to a promotion, do you think they should start at the top, or work there way up from the bottom like everyone else has to or be at the top because there so well known?

Going by what I've seen in the past during the 90's, a wrestler most of the time, if he's well known, tends to start at the top. Take my example of Hall, Nash and Hogan.
Hogan went to WCW and immediately became their biggest draw. Nash and Hall went, and within months, the whole of WCW revolved around them and Hogan. Ric Flair is another good example. He went from the NWA to the WWE and started at the top, getting in to high profile feuds and of course winning the Rumble to become WWE Champion.
I think these days it's more or less the same. Guys like Kurt Angle went to TNA and started at the top, whereas others like Booker T have worked their way up to the title picture. It all depends really how well known you are, and how over you are with the crowd.
If the new company you work for knows that you're a draw and can bring in ratings and money, then you'll start at the top and remain there, otherwise, you'll need to earn respect and popularity.

This all depends on the promotion, if it's WWE or TNA he'll most likely get a few matches before he gets put in the title picture. If it's a smaller promotion, most of the time when they get a big name to wrestle for them they put the wrestler in the title picture from the get go.

If they've already paid there dues and we're major players in the promotions that they worked in before then they deserve to be at least in the mid card and depending on who the person is they could start right in the title picture.

Work there way at the bottom To the top, that is how it works.

Well Chris Jericho started at the top but in the end he knew that he will not stay at the top for long because he just came back and needs to climb his way up again....

You should always work your way up. It doesn't make sense to work down. Working your way from the bottom to the top is how it works

If the person is a proven draw said wrestler deserves a title match the night he shows up.

You start them as a midcarder. They've earned enough prestige to never be at the bottom but you can't just instantly put them at the top.

Work their way to the top. Wouldn't be fair of they just got a push like that right when they walked in the door.

work from the bottom cause you got to earn and fans will respect you for it. also starting from the bottom builds your character and most likely will win the title.
