is it possible to know who the user of a computer is by knowing the IP # and the browser?

    No, its possible to find your ISP and your general location. Unless you use a proxy like vtunnel.com or other like it.

    The IP address will tell you the computer, and if only one person is using the computer then I guess it would be possible to identify a user. If there were multiple users, and they all were using different browsers, and the person trying to find out the user knew who used which, then that could also happen.

    Not unless the user was required to login with a unique ID and password.
