Is there a website that has detailed information on all programs that are running when the computer starts?
I am looking for something that gives info on every program and whether it is needed or not needed during windows vista startup.
I know how to do msconfig. I need to know what the programs are.

- Actually it's up to the user. But you can try deleting it all and see for yourself, and decide that program needs to run on the startup.

One way to look at and if needed disable programs on startup is to use Run (windows key + r) and type msconfig. In the window that opens up you can go to the Startup tab and see what runs on startup however some things there might be vague and you should not disable anything without knowing exactly what it is and what it does. Doing so could cause a lot of problems.
