I live in the UK,the best place to find advice on this is to check the DVLA or Direct gov website.
A mobility scooter is exempt from tax but you still need to display a tax disc.The DVLA will issue you one free of charge and i've attached a link to all the relevant documents down below.

not sure how much a tax disc is, but i was driving home from work last week and saw an older lady get pulled over by the police for using her mobile whilst driving her mobility scooter!!! i couldn't believe it, lol

Check the DVLA web site, all classes of vehicles are listed there with what the road duty is.
I am sure that certain mobility scooters are exempt but you need to check the official ste.

you will need a tax disc if the scooter is on hire purchase but you are exempt if the scooter is leased

Depends on top speed, weight &c. Some need registration, some are exempt
