Title of a movie? (Vague Description inside)?

So I'm looking for the title of a movie and all I have is a vague description of a scenario in the film. This guy gets released from prison after living their for most of his life. He gets checked in to one of those housing programs for ex inmates. He keeps asking the housing manager if he can use the bathroom because he is so used to asking for permission to do anything. After the manager tells him he doesn't have to ask he still physically can't go to the bathroom because again he is just so used to having to ask for permission. Does this sound familiar to anyone?
