They are called buyers. I think the boutique owner makes clothing purchases themselves meeting with potential clients. For major department stores such as Macy's, Bloomingdales, and Nordtroms, buyers perform this type of job. It involves sales trends, finding popular fashions, and figuring out how much to purchase. I think the position can also be divided into departments such as shoes, accessories, and home.
