Maybe your color is messed up. Try this: Right click on an empty spot on your desktop. Get to your display setting from there (this changes from Vista to XP). Once you find 'em, check if you are using the best quality color (should be 32-bit color or something like that.) Change it to the highest quality if it needs to be changed.
Not sure if that will work. Kind of have to see it because your question is a bit off...

Is there anyway you can take a picture of your screen and post it on the internet somewhere for us to see? The person above could also be right in saying that someone had a magnet up next to it. That would do what you are describing.
