The Charter of the Republic makes no provisions for referendums, as that would be direct democracy that inevitably leads to mob rule which is something the Charter rules out.
Some states, most counties and cities do have spending and tax issues on local ballots, but no national referendum is held but for the President of the Republic, and its not truly a national election but 50 plus 2 separate elections.

No. Laws must be proposed by a U.S. Representative (Congressman) or Senator. Nobody else, not even the President, can propose a U.S. law.
