Electric amplitude equal to magnetic amplitude?

According to EM theory, speed of light = E/B. So in an EM wave, the E portion is 3x10^8m greater than the B portion...or is it just a dimensional issue (cgs vs mks)

    Dimensional issue.

    One must compare not E and B, but energies of electric field and magnetic field. These energies are equal.
