Is it legal for a landlord to tell you, If you don't get along with a neighbor we will raise your rent until?

you will be forced to move out? The particular neighbor she is referring to I turned into Child Protective Services along with 3 other people. She told the landlord that I had called the CPS 4 times to pester her. I am disabled & have to live here next-door to my sister's house. Can a landlord threaten to raise your rent if in her eyes "you don't behave" ?

they can say whatever they want. until and unless they violate your lease, some other law, or local policy, then the 1st Amendment applies.

talk to a local attorney if you are concerned.

A landlord can raise your rent for whatever reason they want. Raising the rent is an OUTSTANDING way to get rid of a tenant that you don't want in your property. She CANNOT raise the rent in the middle of your lease unless your lease stipulates that (and you shouldn't have signed a lease that says that anyway!) She may not be able to VERBALIZE that particular reason though. That could become a legal sticking issue.

If the landlord and CPS are not concerned with whatever is going on in that house, you MAY have it wrong, and you may actually be pestering these people. CPS is pretty good about getting something done if a child needs assistance, so if you've called 4 times and nothing is happening you may be barking up the wrong tree. You can always evaluate what is going on with those people, should you be calling the police. Sometimes CPS move faster when the police agree that there is a problem. The landlord should have an issue with abused or neglected children. It sounds like you and your sister may need to start thinking of ways to get you into another location that is easy for her to get to, but generally better conditions for you.

I know that everyone above said that the landlord can't do this, but that's probably based on their shock and horror. The landlord CAN raise your rent for the reason of wanting to lose you as a tennant. She CANNOT raise the rent based on your disability.

No. Find the rules for landlord tenancy / residential tenancy where you live by searching those terms along with the name of your jurisdiction at Google. In most places, the rules are pretty clear about what constitutes grounds for eviction and quite often how to calculate rent increases and notice requirements before they're in force. Landlord here has exceeded the bounds and very likely entered the realm of prohibited conduct. Again, you'll have to check the rules regarding rent increases and notice requirements as well as the various grounds for eviction. You might also ask Child Protective Services for some sort of documentation regarding the reports you made. There will be some law or other protecting the rights of informants regarding privacy and so on. They should know about this. If you fear landlord is bent on your leaving without cause, you must see an atty. Start keeping a record of any threats - who, what, where, when, etc. in the event litigation becomes a possibility.

HELL NO!!!!! And if he does raise your rent you file an injuction with your local small claims court and quickly contact the "Fair Housing Act" in your county. This very much illegal.

Side note:if the rent is raised, ask for paperwork explaining the reason for the $$ hike.
