Yes.
After the spanking, time out begins again.
Children need to learn to not challenge or dare the parent. My kids have never dared me to spank them but I imagine that it is possible.

Uhm yeah... and I'd make it worse than they'd ever had it before.
Oh, and Jadey... it's more "humane" to spank a child in the rear than to hit them on the hand because the hand has such small (easily breakable) bones that it can actually do more harm.

The parent decides the punishment, though sometimes (with older children or teens) they might be offered alternative punishments or even asked for them to suggest how they should be punished for a specific situation).
But with a 3 year old, the parent decides. A 3 year old, usually time-out is three minutes. As long as he or she is staying on the chair or other time-out place (naughty step or whatever), you just IGNORE, you just "don't hear" her or him UNTIL the time is up.
She or he must learn that when you say "stay, for 3 minutes" that means three minutes. No bartering, no bargaining, no alternatives.
And I don't quite understand how a three year old DARES you to spank him. I mean, is he saying if you do then he will phone the police?
.
And a 3 year old, one smack??? As I recall, likely I got about 3 (or 4) smacks. And at the time I must have thought they were really really hard smacks; though since I've found out what really hard smacks are -- though yet I've never been harmed nor injured.
But seems to me if you decided the punishment is a "time out" then he has to learn to accept that. Maybe you could consider his bargaining for "next time" if you wish.

I would. He has no business talking to his parents like that! Children have to learn respect!
