What states allow 16 year-olds to get tattoos with parental consent?
My cousin wants to get a tattoo and will be turning 16 in March. She wants to know which states she could go to.

We originally moved from New Zealand and now we live in Wisconsin. If anyone can help us with state laws regarding piercings and tattooing that'd be nice.

None unless you go to an "underground" independant person but who knows about the quality and the cleanlieness

In response to quizzled... I am a licensed tattoo artist in the State of Illinois and I don't know what shops you hang around, but I can assure you that tattooing a minor with OR without parental consent IS NOT allowed in Illinois, nor has it ever been. Matter of fact, Illinois was the only state in the entire union where you had to be 21 years old to get tattooed, as opposed to the age of 18, like it is in most other states, up until about 4 years ago. They definitely do not tolerate underage tattooing. Know your facts before you spread misinformation.
