If they are running 23 seconds for a 200 they are very fast for high school girls.
Regardless of their real speed they did not run those times as a freshman.
You can not get rid of 4 seconds, but you can improve a little at a time, which is how everyone gets better.
As you train, and improve you will drop your time, but not 4 seconds in one year.
Be patient, and don't get discouraged, you will get much faster before you are a senior.

The obvious answer is to train hard, eat healthy and get plenty of rest... Some more specific advice is to:
1) Focus on practicing your starts regularly.. you'd be surprised about how much that can improve your time,
2) Try to run and train for both the 100M and the 400M to improve your speed and strength respectively.
3) Do alot of drills daily to improve your running form.
4) Start on a good weight training program.

Wow, i am impressed. That is a good time for a freshman.
i am also a freshman and i can barely run a 200m in 32 seconds.
but i hate running, i play volleyball.
All you need to do, is continue training, every single day go running.
Dont let a day go by where you dont, that will only set you back.
also eat healthy (which is something i dont do, that i need to do)
Those 2 things will definitely make a faster time.

dang they run fast but your score is still good for a freshman i say just keep trying to do your best and keep exercising your legs and practicing and you'll get there!!!!!
