Yes you do. Call their non emergency number if you can't find the number of your local animal control and then go get the poor animal some food and water.

This depends on a lot of things. A big thing is where you are located at because laws are differant in each state. Animal control officers cant legally do anything if a dog has proper shelter, food and water. If it doesnt have these things, as long as they dont feel it is in significant danger of dying, (like it looks sick or skinny ect.) they will feed and water it and leave a notice on the door and expect the owners to contact them. If they do not,they will take the dog after 24-72 hours.
About the non-stop barking, there are law ordinances on noises, esp. at night so they can possibly get a fine out of it but this will come after at least 1 or 2 warnings from local cops.

If the dog doesnt have any access to food, water and shelter then the family are liable for neglegence.
If it doesnt have any access to food and water in particular you should call the RSPCA/ASPCA- whatever it is in your country and report it immediately. You should talk to them about feeding/watering BEFORE you do it, otherwise it will look like the owners have provided it with the basics.
You can also issue a noise complaint with the council, and start up a diary of how often the dog barks- encourage your neighbours to do this also, and the council will have to act

Absolutely! Call the Police, Animal Control, or The Humane Society. Dogs in general, should not be tied up to anything outside and left there. Chihuahuas and small breed dogs are in extra danger, because they are indoor dogs. They are also exposed to predators like Eagles, Hawks, Falcons, and Owls, that can very easily swoop down and take off with them. It has happened! This poor dog, needs help and right now, you are the only one who can help it. Please for it's sake, call someone and get it out of there. I can't these people can do something so cruel! That poor dog needs to be picked up and adopted out to a new home, that will love it and take proper care of it. Poor baby!!!! If there is no one over there, can you please go get the poor dog, and give it some shelter, water and food? Poor baby is probably scared to death, out there tied up and all alone! Thank You for caring enough, to do something about it! Someone has to speak for it, especially since it can't speak for itself!

have you approached your neighbor - maybe ask why they have their dog tied up all day/night? If the neighbor is not approachable or not home, call ASPCA, animal control, or local animal shelter right away. If you don't see water near the dog, try giving it some as he may be dehydrated.
Dogs (especially small breeds) should not be left out all day/night as it's cruel and the heat or cold can kill it or depending on where you live it can be injured or killed by a wild animal.
Please get him help right away!

Yes. Call them now, and go and give the animals food, water, and if you can, a cooling source.
I'm not sure where you live, but here the temperature is topping 95 degrees. No dog can survive very long in heat like that.

Try calling the Humane Society , to come and check on the dog, or Animal control to come and check on the dog. It is not a matter for the cops. I have to see any animal tied up, Check and make sure the dog .has water and food, I am sure the neighbors wouldn't mind your concern.

Please feed the dog and give him some water. This is animal cruelty. Then call the shelter or animal control. In some counties, this is illegal. If it is not illegal where you live, then please do the right thing and pester the people at all the animal shelters in your area until something is done.
A small dog can die from dehydration in a very short time. Please get some water for the dog soon, whatever else you do.

I would definitely call the Humane Society, SPCA or a local animal shelter. If they aren't the correct people to call, they will be able to direct you to the appropriate place. I suggest making your call anonymously, though, unless you feel comfortable with your neighbors knowing it's you who reported it. Even if it's fed, it's still abuse to just leave it like that all day and night.

If they aren't back by the next day, you should go over there and see how he's doing. If he seems like he is not taken care of by anybody, you might want to take him to your house and leave a note for the neighbors to tell them that you have him. Or, you could fill up some food and water for him.
