Can anyone tell me the difference between police union and police association?

I have to write an essay pretending that I am the police chief and the officers in the department want to go union. I don't have the slightest idea about unions..Does anyone know a site that would maybe help me out? Here is what I have to discuss:

1.) Discuss the various options available to address this growing sentiment.

2.) Develop a comprehensive response to the efforts instituted by the officers.

3.) Develop a plan for addressing the needs that seem to be the undercurrent.

4.) Compare and contrast the police unions and police associations.

    I Police Union is an union to which active police officers belong to. A Police Benevolent Association is an organization that current and former policemen belong to. Civilians can also donate money to a P.B.A. Typically if you have a friend or relative on the police force.
