Who decides what Obama says in his speeches, and why does he need a teleprompter?

In ways you are probably right. For certainly both Obama and Bush are puppets of the "New World Order" crowd. But there are some who believe that Obama has ties to radical Ismacists seeking to spread their own agenda world-wide.

As for Obama needing a teleprompter, his reliance on it is well-documented, and you can see nhim pause and his eyes searching for the teleprompter's words as he speaks whenever you watch a video of Obama speaking on YouTube, etc.

Sometimes I can't help wondering if Obama is little more than a well-programmed robot, parroting ideology of his maker. But WHO is his programmer is scary to contemplate.

He Doesn't need one and doesn't use one. BUT every Republican speaker used one in the RNC this week and Palin had a hard copy speech given to her and a TelePrompter. Obama writes his own. The world knows that that's why he is hated on Every day bc of it. No Rep can top it..

Is this the same Saudi that the Bush family has long had close ties with?

If so, this supports my theory that the same people who backed the Bushes are backing Obama.
