I am researching the ins and outs of a botanical garden in Savannah for a story, and I want start with the plants that will grow best in the area.

Savannah, Georgia is in U.S. Hardiness zone 8b.
The state of Georgia is in 5 hardiness zones. Zones 6b, 7a, 7b, 8a and 8b. The lower the number, the colder the region and 'a' is colder than 'b'.
There are hardiness zone maps that use zip codes (ONLY - NO ADDRESSES) If you added your zip code to your question, it is possible your hardiness zone could change slightly.
When I am planting anything but annuals I always buy plants/shrubs/trees, that will grow in a hardiness zone at least one zone colder - which would be one number lower.
Example: If I were in zone 8, I would make sure whatever I planted would be hardy to at least zone 7. But that is just me. Other gardeners feel following their hardiness zone in sufficient.
