Can Ike lead to the opening of relations between Cuba and the U.S.?
Clearly the recent hurricanes that have struck Cuba has lead to mass destruction of the countryside and devastating the lives of the people of Cuba. It would seem the natural answer for the US to make a move toward offering assistance, thereby opening dialog.

I don't think so because the US unfortunately has no intentions to normalize relations with Cuba unless Cuba becomes another US client state. The proud Cuban people have no intention to do that nor should they.
