Shrugs work your trapezius muscles (the ones that come up beside your neck when you have decent growth) so they aren't really neck exercises.
The bridge seems the most effective way of strengthening your neck although it's a little risky, if you don't warm up properly or you make a slight mistake you can injure yourself quite badly. Neck damage is something to avoid.

so he told me that his shoulders got HUGE from shoulder shrugs.
dont make it too big tho or else ur gonna look like u have no neck...
be proportionate... =)
