Are the Yahoo Answer "breathers" used to discourage higher-volume users?

No - the site is just performing poorly, probably BECAUSE of high-volume amounts of users, or the Yahoo team is performing updates to the website's interface again.

If you experience the breather message, just go to your profile and ensure your answer was posted. If it wasn't, then click "Back" on your browser, and click Submit again.

You might think so but they could not possibly comment.

It could also be a way of coping with volume or to cover their own system glitches and they do have them
