Yes if its hot the bird will do this to release heat from body and cool down and some will roll or push dirt on themselves to help with this and to eliminate any bugs that are on them she is fine she will put back down and be ok.

Some hens do this when they've got chicks, or if they're fixing to lay. It's sort of like a 'back off' sign. If it's hot out, she's cooling off. You'll probably noticing her panting a bit too. Keep plenty of cool water around (not ice cold, it might be a shock to her) and if you don't already have something for her to use as shade, it'd be best to find something. The heat can really run down a bird's health if you aren't careful.

No cause for worry ,as said by other it's her way of keeping cool, she will need a shady spot to rest & cool water too , if she is making clucking sounds she may be ready to lay & will soon look out for a likely spot or head to her nest box.

Yes; it's normal. She's cooling herself off. Is it a hot day? Has she been exerting herself a lot? If it's a cool day, and she hasn't been running around much; then perhaps it's a fever? But I kinda doubt it.

She is just trying to cool off, just like how most mammals pant.

Just make sure to keep water around for her to drink from if it's hot out, as I'm sure you know. :D
