What is the difference between an I-212 waiver and an I-602 waiver?

    I think you mean I-601.

    I-212 is used by a person, who wants to enter the United States, but has already been there and has been deported or signed a voluntary agreement to leave.

    I-601 is used by a person who wants to enter the United States but is not eligible for a visa. The reasons for not being eligible for the visa could be anything from a history of drug use, history of prostitution, criminal record, history of having illegally entered the United States, etc...
