Update:

Update 2:

It's a D15, is it the stock engine? I don't think DE SOLs comes with VTEC engines unless your luckly happen to get the special edition DEL SOL with a B16A DOHC VTEC engine. Even if there is VTEC connections if the head isn't built for VTEC then it's not going to do you any good. Unless it's swapped out with a JDM D15 engine, if you have this engine then the VTEC wiring is a totally different story because, since it's a JDM engine from japan, the wiring is made for the right hand drive. I'm pretty sure if it's an regular D15z engine then its probably a non vtec engine. on the other hand the D16Z found on civic ex have VTEC.

The high-rpm lobes in this engine are a more conventional grind associated with a sixteen valve 4-cylinder, to provide extra power in cases of passing or merging. The VTEC system used in most Civics (EX, Si and the del Sol Si but NOT del Sol VTEC) is a little closer to that in the NSX, etc.

If you mean not kicking in for passing this will solve the problem. It says the Del Sol VTEC does not have this feature.

Take it to your local honda garage, most likely it just needs tuning.
