get rid of stupid networking program?

One of my family members was trying to set up a bridge and now has made this computer almost unusable. I have managed to fix most of it, but I don't know how to get rid of this windows program that, on start up, makes you sign in for the network, and when u hit (ctrl,alt,del) gives u a menu instead of the task manager. How would I go about getting rid of this??

Update:

he said he went to control panel, network connections, went to properties on the network adapter and installed QoS (don't remember the rest). It's not there now, but it still asks for a network log in, and has a different ctrl alt del screen.

    Try using msconfig which is run from ->start -> run -> then type msconfig.

    If its not on your system you can download the tool. Once you run the tool, look for startup tab and see what applications are run when the system boots into windows.
