Physician office...ethical?
I know of a physician office refusing to do annual exams on medicaid patients, although they accept medical card. The office is instead sending them to a not-for-profit for these exams....probably to have them 'suck up' any profit loss, since nobody is fully reimbursed with medicaid. Does anyone else find this unethical (towards the org & poor)? If so, what can be done?
I should add, the not-for-profit is not sure why they are doing this (although, I stated above what I think it is about...profit related), but is getting upset at the "flip-flopping"...sending patients for this testing and then wanting them back.

This sounds unethical to me. As to what can be done you can get in touch with the State Medicaid office to let them know what you have been noticing by making a formal complaint. You can also get in touch with your State's congresspeople and Senators to let them know what's going on so that they can investigate further.
