Do my nieces need a work visa if they are visiting for 6 months and want to work at a mall?

I have two nieces from my sister, they live in Romania. They want to come to the US for the 09 summer for a visit before they start university. I suggested they work at the local mall at one of the clothing stores so they don't get bored. However, one is a "step" niece I guess(20), the other is my sister's daughter(18). I don't think my sister's daughter will have a problem because her citizenship by birth. However, will my step-niece need a work visa along with the regular tourist visa?

Update:

"step" niece is my brother-in-law's daughter from previous marriage.

    Does your sister's daughter have a US passport?

    Section 215(b) of the INA [8 USC § 1185(b)] requires, in general, that any US citizen who is either leaving or entering the US must be in possession of a valid US passport. This requirement applies even in the case of a dual citizen travelling between the US and his other country of citizenship. A person in such a situation may therefore need to take two passports for the trip -- one from the US, and one from the other country.

    If either enters using a non-US passport they will not be allowed to work. A work visa in the US is hard to come by and working in the mall is not a valid reason to be issued one.

    They will need a visa but it is unlikely that they will get one.

    Yes they do, not unless you want to violate the laws of the US and sneak them below the radar.
