IS IT iLLEGAL TO ASK FOR HEASHOTS/photos in job advertisments?
I am in the HOTEL/Restaurant business ...
NOT in the entertainment business.
IS it illegal to ask for headshots or say "headshots welcomed" to circumvent certain sexes and minorities out of jobs or is it perfectly legal?

A hotel/restaurant can choose to make appearance a factor in their employment decisions, and thus can ask for headshots. You have to keep in mind that all employers always see you before they hire you, so the headshot won't really change anything.

It is absolutely NOT illegal if someone were to "advise" or "suggest" one be included as part of an application. While the law protects against discrimination, it is not an act of discrimination in and of itself to advise the inclusion of a photo. In some states, there are laws that prohibit "requiring" a photo. Check your state's laws.
In the hospitality industry, who represents you to the public is every bit as important as the face you put in a movie really. Don't make the mistake of thinking the industry should have necessarily lower expectations in the PR/Customer Service arena than another industry, such as the entertainment industry. Given equal qualifications and/or skills, the person whom customers might find more pleasant to deal with (and that includes personality, not just looks) is the smart choice for a job that requires interacting with the public. An employer would be remiss to hot hire the person they perceive would give them an edge.
Just because someone advises the inclusion of a photo does not mean they are discriminating. You're making an assumption on the intent and reasoning behind a photo--unless you have concrete evidence that it is used specifically for discriminatory practices, in which case I encourage you to speak with an attorney to discuss your options.
One could even argue that in a Customer Service position where personal interaction takes place, that looks could be a bona fide occupational qualification--the same as one might make that argument for the entertainment industry. For jobs where it IS a BFOQ, it is perfectly legal not only to advise the inclusion of a photo, but to require it.
In countries other than the USA, it is in fact often standard procedure or required to include a photo with an application.
I have worked in the hospitality industry, living on premises, and even did some applicant screening for the hotel GM, so I would say I'm not unfamiliar with the process.

It's illegal enough that if someone knew this account name to be you and wasn't hired by you after giving you a pic they would be very rich and you would be penniless and quite likely in jail just from what you asked. And I am dead serious.
Of course the question you ask paints a great picture of the fact that you are a racist and a sexist. you keep it up and sooner or later you will get caught and the company you work for will drop you so fast your head will spin. there is no way they are going to risk losing millions in a sex or race discrimination lawsuit just to hold on to you. So you think about it before you do something so stupid.
You need to get nailed by a car and receive mouth to mouth for 20 minutes from whatever race you hate the most.
The only things you can use to not hire someone are things that affect job performance.
Examples would be say hiring a stocker for a grocery store. They have to be able to reach the back of the top shelf and since ladders are considered dangerous by osha they don't have to provide them so if you need to be at least 6' to reach then they don't have to hire anyone below that.
another example is say someone is too large to fit behind the counter(this ones a bit tricky) If it is possible to modify things so they can fit without it being an undo strain on the company financially then they have to do it. In other words if the company cleared a 100 million and the changes would cost 5 grand then they have to. But if the company cleared say 30 grand then no they don't have to hire the overweight person.

to be realistic, sea voyages in their era were considered signing a pact with death. It was a suicidal mission and few men were eager to join voluntarily despite the great rewards. so, to get men into sailing ships into the unknown, those who are classed as second class and beyond citizens were the ones KIDNAPPED and put into service. And during those times in Spain, there were a lot of remnants of spaniards with islamic religion that could have possibly forced into service thus their first encounter with the local "filipino" tribes ruled by muslims were easily conned thinking it was a matter of trading but not until long did news spread that Christianity was forced to the natives with the threat of convert or die. (Haven't read about this assumption from any history books but I guess it would be one theory how Magellan easily befriended the filipinos) Magellan was said to have a personal copy of the Quran (muslim holy scripture) and is displayed in a museum somewhere in Cebu area. I have a friend who is pure blooded spaniard and he said in his area in Spain, his ancestors since the time of Magellan were already muslims and did not leave when many muslims who returned to Morocco. He speaks french, arabic, english, spanish this would be my ad join the sea expedition and discover vast riches beyond one's imagination. gold, spices, and the elusive fountain of youth. anyone who rebel would die a horrible death join to become very rich and free.

first theres only two genders male or female and second if you are asking would it be legal to say mail in a resume and a picture so i can decide based on your race and gender without speaking to you at all
that would be illegal and goes against equal opportunity laws
its discrimination to base the decision on who you will interview and not based solely on race or gender

it's not illegal to ask. what you do with them may be but unless you state your intent in the ad your ok.

not illegal, but definitely in the US leaves you wide open to discrimination charges. Strongly dis-advised in any hiring training.
My experience in other countries varies though, and you didn't say where you are.
