What Bush just did: Finance the "salvation" of the collapsing blood swallowing Banks with the outcome of poor american citizens' taxation.

The term State Capitalism has been used by Communists in the past to refer to some sort of Socialism.

Today however the term today means the involvement or intervention of the state in the capitalist economy. Property ownership is left in private hands but the state is involved in regulating the economy.

It's grown up capitalism and it's about time!

It is a good question ! It is in fact beyond any market logic to support big ( strategically important ) systems if you don't take another look at it from the perspective of the "national interest"...Than again one could ask a question like: what exactely is national interest, as some states are overprotective in some cases...These matters sometimes escape any phatomable logic in deed !

There are several possible meanings, Wikipedia has a neat article on this topic.

In your article, it's probably referring to a system in which the State intervenes directly in the economy for whatever reason (in this case, to save the financial system/protect the big business interests, your make your pick).
