First, subtract 6 from both sides
2*|y-3|≤-6
Now, divide both sides by 2:
|y-3|≤-3
Can't be done. The absolute value on the left will always result in something 0 or positive. You can't take the absolute value of anything and wind up with -3.
There is no solution.
