Question about card pricing?

Say you find a Graphics card that comes in PCI-Express x16 and PCI. Other than the performance difference, why would the PCI-Express x16 card be at times, up to 1/4th of the price of the PCI card? Do the PCI cards actually cost that much more to make? of is it just a way of entrapping people who can only use PCI graphics cards?

    Well actually that PCI one you found is also a low profile card - which makes it even more different.

    Thing is that PCI Express are the standard of video cards. There is more selection, more demand, and more sold. PCI graphics cards have a MUCH lower demand since most people buy them to upgrade existing systems without any other options. Even AGP cards are becoming more and more rare these days.
