Matt Doran plays Mouse in the first movie per IMDB.com.
The guy at the beginning of the second movie is just someone who Neo freed from the Matrix. Zion's mission is to free as many minds from the Matrix as possible. The same way Morpheus freed Neo, Neo must have freed that guy. In the middle of the movie, Morpheus says that in the last six months they've freed more minds than in the last six years.

If you want to find out about that one dude who talks to Neo, you have to watch the Animatrix. One of the stories (can't remember which, it's been years since I've seen it) explains it.
