Cancel a transaction with another person on Pay Pal?
I was selling some items on Craig's List. A person from Nigeria wanted to buy them. They sent their money using Pay Pal. I cannot afford to pay the shipping. Can that person go ahead and just get their money back? Do I have to do anything? I just want to cancel the transaction between us and try to sell it to someone local.
The person added 200.00 for shipping. Pay Pal says the money is to be kept in escrow until we ship it and get a tracking number. I found out today it is going to cost 600.00 to 800.00 to ship something that we're selling for 450.00. We don't have that much money to pay up front to ship it. So basically, I don't have access to the money that the person put towards his Pay Pal account.

Gee, how come you're paying the shipping? The buyer usually pays.
In any case, they can't get their money back from you unless they file a charge dispute. By Paypal rules, YOU must initiate the refund. If you go to the transaction detail page for the payment received, there is an "issue refund" button close to the bottom of the page If you have any problems, ask for help right at PayPal and they'll walk you through it.
Just be certain that their payment to you has cleared (meaning it is available for you to withdraw to your bank) BEFORE you refund it to them. You'll be able to see that in your History page - it won't say payment pending anymore. Good luck.
Oh, and just so you know for the next time around, if you go to USPS.com, you can get shipping estimates to foreign countries as long as you know the size and weight of the package. It's really handy.

just read your new information about the difference in shipping. In that case, I would definitely contact the Nigerian with that information. If they don't want to pay the full amount of extra shipping, then contact paypal with the full details you've stated here about the difference in shipping charges, and ask them how to properly to cancel the transaction. If Paypal tells you that only you can cancel it by that "issue refund" button I referenced above , do so, but save paper copies of all the correspondence (yours, the Nigerian's and Paypal's) as proof of what went on. Since the money is being held in escrow and not your paypal account, the cancellation of the transaction should release that money back to the Nigerian, but not impact your own Paypal balance in any way.
