no it does not cost money to use the internet for an ipod touch the ipod touch has wifi connector built in so it can find wireless internet which you don't have to pay for the Iphone on the other hand yes you have to pay for

unlike the iPhone, the iPod Touch does not come with built-in internet connectivity (the iPhone connects to AT&T cellular network and thats paid for on monthly basis).
if you have internet access at home through a cable modem or dsl connection, and you have a wifi router that you can connect the ipod touch to, then the ipod touch can connect to the internet through your wifi router and cable/dsl connection.
FYI, for those folks who travel a lot and want high speed "3G" internet access while on the road for their laptops or their gadgets like an Apple iPhone or iPod Touch, or a Sony PSP/Mylo/PS3, or Nintendo Wii/DS or Nokia 770/800/810 tablet, an Archos 605 WiFi, or even the Chumby... take a look at this article:

No, If you have internet and a WiFi connection then it will take the internet usage out of your monthly internet usage which you pay for.

no the ipod touch has a built in wi-fi so you can connect to any wireless network around you that doesn't have a password encryption on it, maybe your neighbors don't mind you borrowing theirs =P
