In fact, the Army getting involved in "poll watching" during the election of 1876 is what led the Congress to pass the Posse Comitatus Act in 1878 that forbids the use of Federal troops in domestic situations unless a State Governor certifies in writing that the situation is beyond the resources of local authorities and the President honors that request.

In addition, the Hatch Act specifically prohibits military personnel from participating in any partisan political activities at all.
