My two favorite shows: Dexter & Dead Like Me
Then The Office, and Buffy comes in fourth I guess even though it kind of sucked--it had its moments.
Anyways, I'd like something American or British. I'm sort of specifically requesting English language shows this time around. (barring anime, my favorite show is probably Korea's Coffee Prince, moreso than even the two greats I listed above)
I've looked around a lot and haven't seen anything that's really stuck for me. True Blood is kind of stupid, which was disappointing--I'd read a couple of the novels it's based on. My preference is something supernatural... Something like BBC's Being Human, which looks really awesome from the pilot. Hopefully it's going somewhere....
Anyways! Suggest away if you please! Something with great dialogue!

These are all American...
Since you like both Dexter and Dead Like Me, I'm guessing that you like serialized dramas with a dark sense of humor. Based upon that, I'd recommend Pushing Daisies, Ugly Betty and Desperate Housewives. Since you mentioned Buffy, I'd say check out Heroes, Supernatural, Chuck and Reaper. These are all serialized, at least to some degree, and deal with sci-fi or fantasy elements, and they all have a sense of humor to them as well.

If you go to IMDb.com and type in Dexter or Dead Like Me, at the bottom of the page they will often have suggestions for programs you might like. Some are just from the same network, but it's not a bad way to be exposed to new titles.
