Do i need to register my boat?

I have a 9.6 foot zodiac with a 5HP motor and I want to take it fishing in the Snohomish river in Washington State. Do I have to register my boat to do that?

    Exceptions to registration and titling are:

    Vessels that are not propelled by a motor or sail (canoes, kayaks, etc.)

    Vessels that are less than 16 feet in length and have a motor of 10 horsepower or less and are used on non-federal waters only
