I don't see why not, just because someone works for the I.R.S. doe's not make them garnishment proof.

A garnishment can be ordered by the court on anyone found to be in default regarding a debt. The IRS is an employer like anyother employer and would be obligated to honor a court judgement and garnish the employees wages upon notification.
