The probabily of something happening, is the probability of something NOT happening. Therefore, the probability that it will not snow =

    1 - 2/5

    = 3/5

the probability that it will snow is 2/5

the probability that will not snow = 1 - 2/5

    which is 3/5

the total probability should be equal to 1

ie the probability that an event is a success + the probability that the event is a failure = 1

    if u add 2/5 +3/5 you will get 1

where 2/5 in the case is the probability of a success(ie snowing tomorrow)

and 3/5 is the failure(ie not snowing tomorrow)

    hope i helped
