    Plain water (H2O) is not a conductor of electricity but other water like tap water have ions in it which is a conductor of electricity.

    Pure water (lacking any minerals) is a poor conductor of electricity.

    It is the salts and minerals in tap water or sea water that allow it to conduct electricity so well.

    But please...don't take a bath with your toaster.

    It does conduct electricity but not very well. If you add an ionizing compound, salt is a good one, then it conducts very well.
