Because cockroaches are legally classified as either "noxious beasts," or "dangerous vermin," probably the latter like rats and stuff. Cats and dogs are not considered noxious beasts or dangerous vermin. Dangerous vermin are often encouraged to be exterminated for health and safety reasons in certain circumstances. Most wild animals are classified as noxious beasts/dangerous vermin, unless they are protected, i.e, endangered/protected species, ect.
Some noxious beasts need licenses to kill such as fish and game. All others (except endangered or protected species) like insects and stuff do not.
Domestic animals and pets are illegal to kill if they are killed inhumanely. You can put down a sick dog or cat and it is legal. The torture part is disturbing and illegal for social policy reasons obviously! If someone kills someone else's domestic animal or pet, they can also be sued civilly for trespass to chattel or conversion. Probably conversion if the animal is dead.
Conversion is when the owner is either deprived of their chattel permanently or for a significant amount of time, or if the chattel is no longer usable or cannot be restored to its original condition. Pets are classified as chattels, i.e property.
Many states have laws about what animals can be killed in certain circumstances and they all have policies for making the laws in the first place. There are also federal laws protecting certain animals.

First of all, it's not illegal to kill a cat or a dog as it's an unfortunate reality for the ones who end up at the humane society or are put down due to illness.
Animal cruelty however is illegal and most states have statutes w/ minimum punishments for those caught and convicted. Microwaving a poor kitten would certainly fall under animal cruelty. In addition, pets are often considered property, so not only did the boyfriend commit a crime in the actual poisoning of the dog, he destroyed something that wasn't his.
As for killing cattle, if anyone went onto a ranch and killed cows for the fun, they'd be looking at a whole slew of charges. It's unlawful to kill livestock inhumanely as well.
As for cockroaches, ewww. There are no insect cruelty laws.

These qualify as "domesticated animals".
Dogs have had a very long history with man. There are innumerable stories of incredible feats of heroism during wartime and even other accounts cited by regular dog owners. Dogs are considered a higher life form than a chicken, which has little brain activity.
Of course you must wonder why killing Chimpanzees, Monkeys, and Gorillas is not illegal; they have been shown to possess higher intelligence too.
Dogs are wonderful animals. In fact, my dog embodied the best of human qualities. He was truly remarkable.

There hasn't been any legislation developed on the cockroach issue. If it became illegal - the Orkin Man would be out of work. In some religions - killing cows and harming insects is unethical (almost like being illegal). If it matters enough - start a movement...

They would of been arrested for animal cruelty, which thankfully is an offence, what kind of monster would do that to a living creature? Yea anyway it's not actually illegal to kill a cat even if it's someones pet, but it is illegal to kill a dog because they are used by farmers or something, but deliberatly killing an animal in a cruel manner is illegal. No one cares about cockroaches though but some bugs are protected by law if they are endangered.

Your question if very philosophical. It really just stems from societies views about different animals. Some animals are viewed as being more important becuase they are more mentally developed, becuase they provide a specific resource to the community, or becuase they increase biodiversity. It all goes down to how these animals relate to humans. A cat is more evolved and developed intellectually then a roach ans cats provide humans with a resource of companionship whereas roaches can spread disease.
Source(s): You can go to jail for killing some bugs. Where I live if you kill a praying mantis then it is like a couple hundred dollars. - aaron bLv 61 decade ago
Cockroaches are a nuisance creature. One that grows and breeds very quickly and has no redeeming quality. Cats in Wisconsin have been listed the same way now far a short time since they are dealing with issues of so many strays abandoned by irresponsible owners. Cattle and other food source animals of course have enormous benefit for the population of the states as a food source as well as a source of valuable income for the people that have to care for, transport, and process them.

There is a difference between killing and torturing. It is not illegal to kill an animal, in a humane way, but it is illegal to torture it (whether or not it dies).
There must be more to the puppy poisoning case. Did the puppy die a slow agonizing death from the poison? Did it have more to do with the fact that the puppy was hers and not his and thus not his "property" to destroy? Did he destroy other property of hers in addition to the puppy? I'll bet there's a lot more to the story here.

Its kinda obvious. Cockroachs are dangerous, disease ridden pests that if not killed will breed, spread all over your house and make your family sick with a possibly fatal sickness.
Cows and chickens are food, and are bred for such a purpose. Someone could just as easily (hell the Chinese do it...no offense) kill a dog or cat and sell its meat.
However, killing a defenseless kitten with a slow, cruel, agonizingly painful death is just plain sick and wrong and serves no real purpose. The pup was obviously a victim of extreme jealousy from a boyfriend that likes attention and its the same as killing your ex's new husband for the same reason.
Clear it up for you?

It's not illegal to kill a cat or dog. It's only illegal to do it in an inhumane manner.
That applies to farm animals as well. (although their slaughter methods are hardly humane in my eyes)
