Does my past salary affect the new salary I'm applying for?

I've always wanted to know this. I am applying for a position in a new company that stated in their job posting they start pay at 15,000/yr more than what I make at my current job. When I fill out my application and they see how much I'm making currently will they try to low ball me? If so, how can I prevent that?

    They may...but not because of how much you are making now but because maybe you don't have quit as much experience as they want you to have
