Who said "Why can't a king be both loved and feared?"?

I know that it was said on /The Tudors by Henry VIII but was it actually said? If so was it by Henry?

    The following prophesy is made in Shakespeare's Henry VIII, but it is made about the baby Elizabeth:

    "She shall be loved and fear'd:" (Henry VIII, Act V, Scene 5).

    The speech is the most famous one in the play. Maybe the writer of "The Tudors" was thinking of Shakespeare.
