what is the best way to approach the city fathers to pass a law prohibiting auto boombox noise?

this is a small town in south texas of about 15,000 and the boombox sounds emitting from autos can be heard sometimes two or three blocks from its source..it is the feeling of many including me that sounds from "loud amplification devices" should be contained and not heard outside the unit (auto, house or wherever)...would like to have the names of any towns or cities that have successfully passed laws to control the problem!!!!!

    Phoenix AZ has an ordnance for that. However, it is not strictly enforced. The reason the ordnance was passed was that the boomers could not hear emergency vehicle sirens. You can approach from that angle.
