California Regulations on Towing?

Regarding towing buisiness who tow and then store cars (after accidents, etc.) , can someone reference me the regulation (or statute) that guidelines the allowable daily storage fees, time limits, notices and vehicle auctions by a towing company?

In other words, can a towing company charge $100 per day for an unlimited time, auction the vehicle and make a demand for the storage fees after the vehicle has been sold? I can't find the California regulations covering this specific aspect.

    usually tow companys are overseen by the CHP you can contact them about it.

    The only place I can think of is the Office of Consumer Affairs. They generally handle any complaints against businesses. I searched their website, and it mentions to look for your "local consumer agency".

    I would call any towing service, and find out who to call for complaints. They have to give you a phone number.
