Can I make this effect on Adobe photoshop 3.0?
I'm new to photoshop, and I know my version is a little out dated, but can I make this effect with Photoshop 3.0? What else can I do with this version?

Probably, I've never used it though. Why don't you use the free program "gimp" it is a very good image editing package! In fact, there is a version made to simulate the photoshop experience: http://www.gimpshop.com/
