Well, this depends on what you *want*. Even assuming that you want free bible software for a Windows PC, that leaves a wide margin for choice. What bibles do you want included (only public domain bibles will be available free, but some free programs allow you to add copyrighted bibles for a fee)? What commentaries and other "extras"? What about multiple displays - how do you want to see the multiple versions on the screen? Some show each version in a window. Some "sync" (i.e. each window automatically moves to the verse you click on in the focus window). Some have a "sidebar" with multiple versions of the same verse that you are looking at in the "main window"....etc.etc.etc.

In other words, you have to actually try out the free programs for yourself and see which is best.

One that I have fooled with:

    esword

    http://www.e-sword.net/

(There is another, but I couldn't remember what it is...)

This is relatively recent - they include the CEV, which is still under copyright

    http://www.free-bible-software.com/

This includes the copyrighted ESV for free

I'd be interested in knowing which you find best!

There are a hundred online Bibles out there. The first link has other resources as well if you're looking for more. Any online Bible is searchable, if that's all you need.

    Here's a searchable gateway:

This one has many versions as well:
